Kèr Tiùyto (/ti/ /ˈʊjto/ [head] [jealous]) is a subtropical Town located in the Sterfíhkāríhsha Region of the Tetbur Commune.

The name Kèr Tiùyto is derived from the Tauric language, as Kèr Tiùyto was founded by Brêrthepí Fluellen, who was culturaly Tauric.

Climate

Kèr Tiùyto has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 25°C (77°F). Kèr Tiùyto receives an average of 283 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Tiùyto covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1902 m (6240 ft) above sea level.

Overview

Kèr Tiùyto was founded durring the early 15th century in summer of the year 1412, by Brêrthepí Fluellen. The establishment of Kèr Tiùyto suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Kèr Tiùyto was built using the conventions of Tauric durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Kèr Tiùyto is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Tiùyto is is constructed arround a series of crampt baked earthen mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. Astonishigly, the frontieer-style defences are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Kèr Tiùyto is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Kèr Tiùyto possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Kèr Tiùyto has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kèr Tiùyto has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Tiùyto. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Tiùyto's parks.

Kèr Tiùyto has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Tiùyto.

Kèr Tiùyto has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Tiùyto has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Tiùyto has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Tiùyto's public wards, blessings, and other arcane systems.

Kèr Tiùyto possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Tiùyto has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Tiùyto's natural decorations nor waterways.

Kèr Tiùyto has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kèr Tiùyto has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Tiùyto has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Kèr Tiùyto's chapel was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

In Kèr Tiùyto rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Bat Swarm, Underworld near Kèr Tiùyto are known to be almost tame, such that they can be put to domestic use.

Kèr Tiùyto's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves square dance to channel Mysticism energies of tier 2 via recitation of poetic epics.
